Adult Safeguarding - Making Appropriate Referrals
This session will support practitioners and partner agencies to identify, assess, and respond to safeguarding concerns appropriately across the continuum from low‑level concerns to high‑risk situations. It will focus on understanding safeguarding thresholds, when to seek advice, when a safeguarding referral is required, and when concerns should be managed through alternative pathways. The session will reinforce proportionality, defensible decision‑making, and the practical application of Making Safeguarding Personal.
- Understand what constitutes a safeguarding concern and when the criteria for a Section 42 enquiry are met.
- Apply proportional, risk‑based decision‑making to determine appropriate responses to concerns.
- Recognise when concerns can be managed through advice, signposting, internal quality processes, or other pathways, rather than through formal safeguarding referrals.
- Demonstrate how Making Safeguarding Personal (MSP) should inform referral decisions, actions taken and desired outcomes.
- Increase confidence in making clear, consistent, and defensible referrals, improving safeguarding outcomes and system efficiency.
